But it is a -bis:-)  It is a revision of the entire module even if 90% 
is unaltered and IANA must update the registry to that effect. You are 
requiring users to have both documents to hand in order to understand 
whatever it is that they are looking at once they have decided whether 
or not the issue is covered by the original RFC or the -bis:-)
