I find this I-D somewhat vague and an invitation to producing implementations that will not interoperate.

The use of string unqualified as to length or character set for an identifier is an invitation to misuse 
 IMHO

         type uint32;
         description
           "Information Source Division.";
Eh?  what on earth is this?  Sounds like something from data modelling not a network - or perhaps it is part of the military!

        leaf algo-id {
           type uint8;
           description
             "Algorithm ID.";         }
         leaf mt-id {
           type uint16;
           description
             "Multi Topology ID.";
uint sounds like an invitation for each implementation to have its own interpertation of what this means

This can be implemented but whether one implementation will interoperate with another seems doubtful
