Is there something actionable or observable in those?  Like, for example, how will we know if the IESG or the RFC Editor agree or disagree, and where could we look to see?

Please don't abandon the TERM effort until we can tell that the suggestions have been taken up.  It is an interesting question, to me and probably out of ignorance, where draft authors look for guidance.
