Kent,
  I disagree with what I took to be the drift of your
message.  Satellite networking in vaguely the USAN
tradition is key to extending the Internet to Latin
America, particularly during the time when they lack
good terrestrial digital infrastructure.  Further, if
done properly, it does not cause routing problems.
