The thinosi group decided not to progress the internet-draft referred
to in your message (copied below for those on thinosi list who did not
see it). It was split off from the cookbook
(draft-ietf-thinosi-cookbook-xx.txt) at xx=02 and partly
reincorporated at xx=03. 

The cookbook is supposed to be under consideration by the IESG as
informational rfc, but they seem to be rather quiet.
