I understand the words, but I don't understand what the problem is.

As it stands now, if someone is under the mistaken impression that
they can put stuff in an IANA registry, they write to IANA and say put
this value in the foo registry, and IANA writes back and says No.

Nothing we are planning changes that in the least.
