Right, that's controlled by agreements between the IETF and PTI.  Nothing
changes there.

Unless they claim they are IANA or the IETF, in which case there could
be trademark issues, we couldn't if we wanted to. 

This document says nothing about trademark, only copyright. The list
of parameters is a collection of facts, which we believe are not
subject to copyright in the U.S. (See a court decision called Feist
vs. Rural Telephone.)

The reason we're doing the CC0 license is that we keep hearing from
companies with (over-)cautious lawyers who are worried that someone
might object if they use the IANA parameters in any way at all. We
don't think they need permission, but under the circumstances it's
easier to say "yes, you have permission" than to say "no, you don't
need permission."
