With my coauthor-of-Tao-of-the-IETF hat on: no. The IESG is asking 
for opinions of anyone, just as they did during the original IETF 
Last Call on the document. They often also specifically send the 
request for opinions to people they know might have 
higher-than-average concern for the topic. In this case, that's the 
TLS WG.
