TLS 1.3 is going to require new code.  A client supporting TLS can issue a post-SSL2 handshake. A server supporting old clients can try the new handshake, and then fallback and re-parse if it doesn't work.

This is a new protocol version, not a BCP.  If not now, when CAN we move things forward?
