The IAB posted this link in February to the IETF-announce mailing list - 
https://mailarchive.ietf.org/arch/msg/ietf-announce/N1_MSy0GkfoCCR4vwChdKTbaSaQ/. 
  Your submission of a pdf violates those requirements.
