I made the updates based on the discussion that came after the WG Last Call:

Section 5: the external PSK can be known to parties other than the client and server.

Section 7: Addition of 5 paragraphs about the reason it is okay for the external PSK can be known to parties other than the client and server, and also the need for HKDF to be a PRF to obtain quantum resistance.

Section 8: Added the privacy considerations.

Section 9: Added more people to Acknowledgements.

Section 10: Added [GGM1986] and [K2016] as informational references.
