As a general matter [0], the IETF only restricts people's posting rights for
behavior inside the IETF. Also, Daniel Bernstein isn't banned. Rather, his
postings are subject to manual moderation by the chairs.

[0] It's possible there are some exceptional cases that I'm not presently
aware of.
