Rich, Hanno, Mohit,

Thanks a lot for your excellent input.  We are going to follow your
advice and avoid overloading heartbeat then.

Scope-wise, RRC will focus on path validation and liveliness use cases,
leaving PMTU discovery out, at least for the moment.
