Maybe the UAS ecosystem also looks at the use of IP in the future.  Or
maybe not.

Maybe UAS ecosystem would consider to carry ASTM messages as UDP payload
on IP?  Maybe request new port number from IANA for DRIP, let's say next
in sequence from
https://www.iana.org/assignments/service-names-port-numbers/service-names-port-numbers.xhtml

An ASTM message on UDP/IP could look like below.
If carried over Bluetooth it would add a preceding header different than 
when carried over 802.15.16t (the 802.16 for NB-IoT).
