The more I look at this, the more I feel that the current sec 3 should 
become sec 2.3.1

The contents of this section definitely constitute "Additional 
Definitions".  And all it does is introduce the terms with simple 
definition content.

Probably need AD/RFC-Editor to guide on this one.
