[Tmrg] An NS2 TCP Evaluation Tool Suite V0.2 release announcement

Thanks, Wang Gang.

I hope this prompts those of us in the TMRG to finish some of the
details of the specification...  I'm hoping to identify suitable
low/med/high loads for each scenario fairly soon, but would be
delighted if someone beat me to it :)
