[Tmrg] a new co-chair for TMRG

To TMRG about a new TMRG co-chair:

Because I am working towards retirement (trying to wrap up my current
projects), it is time for me to find a co-chair for TMRG.  I have
asked Lachlan Andrew if he would be willing to do this, and he said
he would.  Lachlan strikes me as an ideal person to be co-chair of
TMRG - he organized the November meeting to produce the paper on
"Towards a Common TCP Evaluation Suite", and produced the corresponding
internet-draft on "Common TCP Evaluation Suite".

So this is email to the TMRG mailing list, to check that there is
support for Lachlan to become co-chair of the research group.

(TMRG was chartered to be a fairly low-activity research group, to  
produce
a few documents on the models that we use in simulations, analysis,
and experiments in evaluating transport protocols.  The TRMG web
