Perhaps they do not know what they are doing.  Perhaps I do not know what
I am doing!  I am a very occasional submitter.  I edit in plain text 
(Wordpad), usually starting with a previous submission so much of the 
XML is there, add new XML as needed (YANG made me comfortable with XML) 
and then go to datatracker submit which rejects me a few times for 
syntax errors after which I succeed and get an e-mail to tell me so.

I have always assumed that it is the XML that is submitted but your 
statement makes me wonder if in fact I am submitting plain text.  I do 
not know, I cannot tell.  I do not know what box to tick in the 
questionaire. Plain text with XML markup and datatracker submit '.xml 
format'.
