I agree that was a very useful explanation.

I would like to underline that allowing @global-whitelist.ietf.org or @global-allowlist.ietf.org on all open discussion lists (WG lists or others) is essential as a matter of principle - we've always wanted every IETFer to be able to join any discussion.
(Subject of course to moderation of disruptive postings, but there's a WG for that topic.)
