I'll help answer that with real data, but I'm not sure how knowing would 
affect what we're discussing?

Assume the answer is yes, then what? It's not like they created the 
account to make errata reports so far. (Are you just trying to ask if 
people have already created junk datatracker accounts - the answer to 
that requires making some assumptions about whether an account that was 
created is then not used for anything other than perhaps getting onto 
the mailing-list global allow list, but I think we have rather a lot of 
them.

If the answer is no, it's still not clear to me how that helps decide 
what barriers to put in front of the errata system.
