AFAICT, FTP access to RFCs, using FTP URLs like 
  ftp://ftp.rfc-editor.org/in-notes/rfcNNNN.txt
is still not working.  I know FTP is not very popular these days, but
some of us have mechanisms using it built into editor macros and
there is extensive document (in the RFC Series and elsewhere).
Perhaps more important, your note below indicates that FTP (along
with rsync) will not be available during the service outage but,
presumably, should be available again by now.
