The way we refer to our artifacts.

We need a stable reference to a specific revision of some document (independent of what future states it might have in our status FSM).

We need a stable reference to a sequence of revisions (including potentially future ones including derivations) of some document.

The former *SHOULD* include a reference to the latter.

(We also need to keep the documents themselves somewhere, which is what the archive does for us.)

*All* the meaning is in labels, so I don’t understand that statement.
