I think many academics share the prominence of PDF-based review workflows.  

The arguments I see here from the position “but *I* don’t need it” are not productive in an organization that tries to connect different cohorts of contributors.

They do have their use, and I’m sure there are other people where the HTML form is the centerpiece of the workflow.

(It *is* for me when *editing* documents [1].)
