Mmm.  Right.  --v3 is appropriate when invoking a v3 formatter, but not in
this case, when no formatter is involved.  Mea culpa.  I think that should
have been --v2v3 --expand.  Does that work for you in your use case?

(FWIW, I don't have a lot of test cases for v2 input with v3 functionality,
and in particular not --v2v3 in combination with other v3 processing, only
standalone and implied, i.e. with --v3 forcing a v3 formatter.)
