2.  All participants will need a Datatracker account in order to
authenticate with Meetecho.  If you do not already have an account then
one will be created for you during registration and you will receive a
password setup link by email.

Should it also contain a link to the Note Well?

Somehow it should be such that if a DataTracker account is created, the user has at least seen the NoteWell.  It could be a typical click-thru EULA on datatracker, or it could be in the email with a suggestion that you read it, or whatever.  Not gonna micro-manage :)
