[trill] Change to draft-ietf-trill-channel-tunnel

Hi,

draft-ietf-trill-channel-tunnel-04.txt provides for encapsulation of
various types of payloads. Payload types 2, 3, and 4 represent an
RBridge Channel message, TRILL Data packet, or TRILL IS-IS packet.

At the TRILL WG meeting it was suggested that these three payload
types could be collapsed into one by providing that, in that case, the
payload start with an Ethertype. There appeared to be general support
for this in the room. Unless there are objections on the mailing list
in the next week or two, I will go ahead and make that change in the
draft.
