This issue has already been addressed by Rob Wilton in his AD review:

The review is valid.  Behaviour of this form is dependent on just about 
everything from the router model, to the line card model, to the ASIC / 
NPU deployed, to the firmware or software version running on the 
forwarding device.  A general description is adequate for the purposes 
of this draft.
