Title: Framework for Multi-domain IPv6-only Underlay Network and IPv4-as-a-Service
Reviewer: Brian Trammell
Review result: Ready

This document has been reviewed as part of the transport area review team's
ongoing effort to review key IETF documents. These comments were written
primarily for the transport area directors, but are copied to the document's
authors and WG to allow them to address any issues raised and also to the IETF
discussion list for information.

When done at the time of IETF Last Call, the authors should consider this
review as part of the last-call comments they receive. Please always CC
tsv-art@ietf.org if you reply to or forward this review.

Thank you for adding language to the operational considerations section to
address my concerns with -23. This document points to what I continue to
consider relatively serious issues with 7915-based transition technologies;
namely, "they only work among friends who can coordinate MTU out of band,
and good luck using ECN."

That said, fixing these issues is probably out of scope for this effort,
so with the warnings added this document is ready to go.

one editorial nit: i'd probably go with "silently disables ECN" or "silently
removes ECN signals" instead of "silently kills".
