If it's any comfort, we're now testing a version of COBALT which activates
the BLUE algorithm (which, for the uninitiated, we use with hard drops for
overload control) at a particular sojourn time rather than only on queue
overflow.  That should be an easy thing to drop into Cake, and it would
address some of the nastier looking charts from Mohit's paper.
