The changes in this version address some significant editorial comments made on the -00 version, as well as technical concerns raised over AccECN compatibility and single-queue AQMs.

In particular, we note that existing RFC-3168 compliant AQMs are compatible with SCE flows, since SCE reacts to them in the same way as conventional ECN.  We also suggest that CNQ (also updated today) may be a practical way to limit unfairness between SCE and conventional ECN when implementing high-speed SCE-aware middleboxes.
