I’m learning from the lessons of RFC8504 and its genesis. Don’t start by assuming a capability is an attack.

An attack happens when a capability uses a disproportionate amount of resources, either as a whole or per association. Not before.

I’ll update the doc as I noted, but there will be no finite defaults or limits. That’s how we learn from the past.
