IMHO the upshot of this should be to 

a)  propose a DSCP for the NQB PHB that maps into AC_BE

b) instruct edge network operators to re-map NQB to a DSCP that maps into AC_VI, IFF it is safe to do so (either because the downstream has is known to handle NQB properly, or NQB traffic is controlled)

I base this on the principle of least surprise and the fact that as we agree NQB can, under certain conditions, have adverse affects on wifi networks.
