If we focus on wifi, Airtime Fairness and the fq_codel that comes with it is now integrated with open-source iwlwifi, mt76, ath9k, and ath10k drivers.  That's Intel, MediaTek, and Qualcomm Atheros wifi hardware basically sewn up from the AP end, where Airtime Fairness actually matters.

Take a random sampling of CPE devices, and see how many of them use the above - or it might be easier to count the ones that don't.  I'll wait.
