The editor's copy of -33 has the bolded text added to two placed in Section
13.

In the first paragraph:

The UDP option Kind space allows for the definition of new options, however
the currently defined options *(including AUTH, UENC, and UCMP)* do not
allow for arbitrary new options. The following is a summary of rules for
new options and their rationales:

In the final paragraph:

o >> FRAG SHOULD be the first option, when present. *Valid reasons to
override this recommendation would include the need to use UENC to encrypt
or UCMP to compress the FRAG option itself*.

Hopefully these changes are uncontroversial, but please speak up if you
find them objectionable.
