Hi Gory, hi List,

as noted elsewhere, this draft needs some more work before being done; and also I am not sure that I consider any of L4S ready to proceed, so I do not see much urgency, but unless the other drafts are dropped (as I hope they would have been long ago) I see no point in not also adopting this draft.

I will try to send comments the the last version this months.
