Hi TSVWG people,

With revision 11 of "Convergence of Congestion Control from Retained 
State", we think we now have text ready for a WGLC. The editors fixed 
various details following feedback from people and more implementation 
experience. We also added a new section on the Design Principles and one 
with Implementation Notes and Guidelines for using BBR. We think this is 
ready for wider review, and expect to ask for a WGLC at the next meeting 
in Dublin. Please take a look:

Also at the Dublin Hackathon, we'll be testing with QUIC clients using 
the implementations added to Cloudflare Quiche and PicoQuic. If you are 
interested drop by the CC table, and talk to us - or help us test your 
client code or implementation.
