Referenced liaison: Remove the user message size limitation for DTLS over SCTP (https://datatracker.ietf.org/liaison/1723/)

Body: Thanks for this liaison request and the interest in this work. TSVWG has
recently added a work item to develop a bis specification for SCTP over
DTLS. This currently has a milestone of November 2021 and expect this to
be submitted for publication as a Proposed Standard.

The working group is looking for inputs that can complete this work, and
review it for completenes in addressing the user message size limitation
over SCTP that impacts  3GPP RAN application protocols. Please see:
