Dave,
	Should we be looking at only a full function FTPng or both
an extension to the existing FTP (along the lines of FOOBAR) and
a longer term revision with things like restart/resynchronization after 
failure and checkpointing?

	I could see the base IPng WG doing FOOBAR but would think that
a new WG would be needed for a full FTPng.
