   There is a DRAFT spec in the Carpenter/Bound internet draft
   (can't look up the full name conveniently from home, but
   it is in the usual directories and my name is in the file name).

good, since then we can use ATM Forum P-NNI routing protocol to also
route IP and we don't need the NHRP that rolc has been working on to
solve the next hop discovery problem.
