This DISCUSS is something that has to be addressed prior to approval.  I
would like to highlight one other point, when considering textual changes:

The very same text at issue can be found directly below typcnt in
charcnt.  Therefore, my suggestion is to simply drop the phase "each of
which is series of zero or more items", as it is redundant/superfluous,
considering the very next sentence which reads:

> The number of items in each
>    series is determined by the corresponding count field in the header.
