I'm not working at any of these companies, but my guess is that these 
companies are using the data from IANA, and integrating it into their 
application updating process while verifying it with information they 
obtain from their local subsidiaries. This verification, and maybe in 
some instances some political considerations, may be the main blocks for 
not switching to a totally automated updating system. In any case, the 
number of such companies is small, and for them, the current 
distribution system (directly from IANA) is completely sufficient.

Because of the lead times involved, it's sufficient in most cases to 
deploy the information via the nowadays well established OS update 
channels (e.g. Patch Tuesday,...). Most applications then get the 
information from the OS.

As for 'foot the bill', the various OS makers are already doing so. The 
question is whether they would be ready to foot another, separate bill.

Independent applications (including maybe some programming languages) 
that don't rely on OS information may be the best candidates for 
benefiting from a new distribution scheme.

In a separate mail, a reliability requirement of 90% was mentioned. This 
is okay if this translates into 2h off per day, but it would be 
insufficient if it translated into 1 month off per year, in a single 
block. So 90% has to be qualified.
