Due to privacy concerns I'd rather have servers distribute the entire tz 
database compactly, rather than gather information about clients' preferred time 
zones as tzdist currently does. Is this improvement something that we could 
propose to IANA as well?

Currently the entire tzdb database (including version info and legal notice) 
fits into 22388 bytes compressed. I got this number by using lzip on tzdata.zi.
