Some minor points:

Typo:
Section 4.1
"The interactions with the HTTP server can be broken down into a set
"actions" that define the overall function being requested "
needs "of" between "set" and "actions".

Section 5.2.1
"In this example the client requests the time zone identifiers and in
addition requests that the US-English local names be returned."
No such local-name request appears in the example.

Section 5.4.1, 5.5.1
Example request URLs are malformed (no "?")

While I didn't read every last word, I think the draft is ready to move forward.
