The document looks good to me, but here are a few nits:


Section 5.2: Since the text now states that an incorrect/unknown 
changedsince parameter is to be ignored, the 
urn:ietf:params:tzdist:error:invalid-changedsince error code should only 
be used if changedsince is used more than once

Section 6.4.  If we are going to just a use date value rather than a 
full UTC date-time, the RFC 3339 construct that we are using is "full-date"
