I think the simple answer to this is to define a MIME media type for the 
zoneinfo data format. That might be as simple as one new section in the 
tzdist document to do that (with a pointer to the IANA time zones page), or 
it may require a more detailed formal write-up of the data format (beyond 
the code) along with the media type. If the later, then I think it would be 
better as a separate spec.
