While I have indicated my own preference, I probably have not explained
what I'm thinking as a base for this. Currently the data distributed via
the OS process is not reliably identified, and that what IS needed is a
clean and verifiable publisher. Once tz_dist established that base, then
it would be preferable if the OS updates cloned a tz_dist source -
Including the historic updates - and then this base can be updated by
access to that data directly.

All of the key elements are present in draft 05, provided that 'opaque
token' is actually the version supplied by the OS. Then
'list->changedsince' will provide a clean incremental update process via
the matching publisher.
