This was an error made by the IETF Secretariat.  The
Internet-Draft is not a product of the working group.
The path correctly implies that it is an independant
Internet-Draft (i.e., "draft-kzm..." rather than
"draft-ietf-snmpv2..."), but the text of the ID
ACTION incorrectly says otherwise.
