I was hoping to shuffle as much of such extraneous data as possible
into the optional comments fields.


May I ask what you would feel would be safe to remove, and whether
that removal would affect the core goal of stating "Authority X,
confirming with AuthenticationHash ABCD, asserts that Y and Z refer to
the same entity"?
