Could you please please call it draft-fielding-url-syntax-03.txt ??

Roy circulated on the group's mailing list something called '-01' and
'-02', and I want to avoid confusion by having a new draft with a name
that's already been used.

You could call it draft-masinter-url-syntax-00.txt if you want.
