What is the status of the Framework Document?  Are there any pieces or 
outlines available?

I thought I would look at the FTP site, but, it looks like my IP address is 
not in the nameservers; GTE may or may not have a reason to block dns 
lookups inside GTE's firewall.  I really don't want to open a can of worms 
by asking why.  Is there anyway around this authentication?
